    This economic loss model is intended to emulate the nine-step process developed by Special Master Feinberg to determine compensation amounts from the Victim Compensation Fund. It is available at no charge to victim representatives, attorneys, and others.

    The nine-step formula is quite complex. It does not apply to every case and does not anticipate every possible circumstance.

    This model aims to replicate the Special Master’s procedures based on published material, but at best the final result will only approximate the results of the Special Master’s formula. The model was developed by forensic economist Frankenfeld independently of the Special Master, who bears no responsibility for this model.

    Hundreds of hours have been devoted to develop and test this model. There are many variables, such as age, income, income growth, marital status and dependent status, which are interrelated in complex ways. Not every possible combination of circumstances has been tested.
